Very cool 90s, maybe Y2K chiffon and broderie babydoll mini dress. The top part is broderie, non adjustable straps and closes with shell buttons in the back. Mind you it’s semi transparent so wear it layered if you don’t want to show too much. Can also be worn as a top on jeans (shorts) by example.
